The mission of the administration department is “To enhance and promote democratic Governance advocacy, transparency and accountability in Local Governments”.

Administrative Structure

The district has 1 county with 8 rural sub counties and two Town Council. It comprises 48 parishes and 583 village councils.

The District Council is the highest political authority in the district, with 16 members under the leadership of the District Chairperson. It has a technical team headed by the Chief Administrative Officer, distributed in eight directorates. Each of the departments has a head and under every directorate, there are a number of Sections

SUMMARY OF ADMINISTRATIVE UNITS OF PAKWACH DISTRICT

District Council and Statutory Bodies

District Council

This is the highest political authority and has legislative and executive powers. Currently it is comprised of a total of 26 members, which includes the Chairperson and the Executive members, 2 representatives for the elderly, 2 youth representatives, 2 people with disability and 13 directly elected councillors.

 The LG Act Cap 243 establishes statutory bodies and these are: Local Government Public Accounts Committee, District Service Commission, Contracts committee and Land Board. All the boards are in place and are functional.

LG Public Accounts Committee

Comprises of five members, of which there is one female member. Its functions include examination of reports of Auditor General, Chief Internal Auditor, and any other reports of commissions of inquiry.

District Service Commission

This was also established under the provision of the Local Government Act cap 243. The District Service Commission is fully constituted with 5 members, 4 male 1 female.  Its functions include appointment, disciplinary and dismissal of staff.

Contracts committee

 Was established after revision of the Local Government Act and replaced the LG Tender boards. It is constituted by five members nominated from the District Civil Service and approved by MFPED.  Its functions include procurement and disposal of public assets. It is assisted by the evaluation committee in execution of its mandate.

District Land Board

The District Land board is in place according to the LG requirement. It comprises 6 members. Their key role is to examine all matters relating to land in the District and offer appropriate advice for adoption by the responsible line departments

There is only one committee, that is, the General Purpose Committee comprising of nine members that handles all the committee functions in the district.

The constraints faced by Statutory bodies and the Council in general include:- lack of interpretation of Legal and statutory documents; inadequate knowledge on monitoring of Planned Council programmes; absence of a well-constructed Council chamber, lack of office space for Committee Chairperson; inadequate local revenue to fund their activities/operations.
